The City would do these things, following the requirements and options given under the TIG-Initiative structure (not in any order). The relevant text in the Initiative Ordinance.
Set water surcharge rates for every class of user, since the Initiative does NOT set them, and do it with a public hearing. They may grant exemptions for some "senior citizens" and those "found to merit relief". Section 2
Have just one department running the program. Section 5
Appoint Advisory Commission members, since the Initiative does NOT appoint them. Section 6
Set priorities for land-acquisition, since the Initiative does NOT set them. Section 2
