PROPOSED ACTION:        The proposed action is the approval of 7 contiguous individual short plats which together comprise North Shore Estates a 28 lot residential development on a 47.73 acre site in the Lake Whatcom Planning Subarea of Whatcom County.

PROJECT
DESCRIPTION:    North Shore Estates is a large-lot residential development on a 47.7 acre site in the County's Lake Whatcom planning area. The specific location is describe(sic) below. The development consists of a total of 28 lots to be created through 7 individual short plats each containing 4 lots. The seven short plats are located on seven continguous(sic) parcels of land under non-contiguous ownership.

Lot sizes range in size from 1 acre to 2.7 acres with an average size of about 1.5 acres. The total gross density of the development is about one unit per 1.7 acres.

The proposal includes the construction of about 3,500 lineal feet of roadway with curbs, gutters and sidewalks. Utilities will be installed underground and include, sewer, electricity, natural gas, telephone service and television cable. Utilities will be installated(sic) pursuant to the engineering requirements of the provider. A storm drainage system with detention ponds and biofiltration is planned to manage and treat stormwater prior to discharge off site. Potable water will be provided by individual or shared on-site private wells.

PROJECT LOCATION:
The site is located on the north side of North Shore Drive approximately 1300 feet east of the Bellingham City Limits. The entire property is located in Section 26, T38N, R3E, W.M.

ALTERNATIVE ACTIONS:
This EIS includes an evaluation of the "no action alternative".
